No ZIP code in the reference dataset begins with 213. Three digits are never a complete ZIP code, so if 213 came from a phone number it is a telephone area code, which is a separate system.
Three digits do not make a full ZIP
A ZIP code always has five digits, optionally followed by a four-digit extension. “213” on its own can be a ZIP prefix, a telephone area code or a coincidence. Enter all five digits to find a ZIP record, or search by city and state.

Area codes are administered under the North American Numbering Plan and have nothing to do with postal routing. A city's area code and its ZIP prefixes are usually different numbers.
Prefix versus area code
Postal prefixes group ZIP codes by the facility that sorts them, so codes that share a prefix are geographically close. Telephone area codes group phone numbers by numbering plan area, a different map drawn by a different organization. Read Three-digit ZIP prefixes and area codes for the full explanation.
